JTC 1/SC 32 Data Management and Interchange

Introduction

ISO/IEC JTC 1/SC 32, titled “Data Management and Interchange”, is responsible for a number of projects related to data management and data interchange. These can be grouped loosely into projects related to electronic data interchange, projects related to metadata management, and projects related to data management.

SC 32 Scope:

Standards for data management within and among local and distributed information systems environments. SC 32 provides enabling technologies to promote harmonization of data management facilities across sector-specific areas. Specifically, SC 32 standards include:

  1. reference models and frameworks for the coordination of existing and emerging standards;
  2. definition of data domains, data types and data structures, and their associated semantics;
  3. languages, services and protocols for persistent storage, concurrent access, concurrent update and interchange of data;
  4. methods, languages, services and protocols to structure, organize and register metadata and other information resources associated with sharing and interoperability, including electronic commerce.

Historical Background

In 1960, ISO (International Organization for Standardization) created ISO Technical Committee 97 in response to the creation by ANSI (American National Standards Institute) of Accredited Standards Committee X3 to address standardization requirements in the areas of computers and information processing. As part of a reorganization of TC 97 in 1984, a new Subcommittee 5 was established to develop standards for Programming Languages. A handful of projects related to data and metadata management were established in a new Working Group 3 of TC 97/SC 5.

In 1987, ISO TC 97 merged with IEC (International Electrotechnical Commission) TC 82 to reduce the likelihood of different and possibly incompatible standards emerging in the field of information technology. The merged organization became ISO/IEC Joint Technical Committee 1. JTC 1 established a number of subcommittees, one of which (SC 21) became responsible for standards related to Open Systems Interconnection (OSI); among those were standards in the areas of Information and Communications Technology. The former TC 97/SC 5/WG 3 was incorporated into JTC 1/SC 21 as its WG 3.  Projects on which JTC 1/SC 21/WG 3 worked included standards related to a Reference Model of Data Management, Information Resource Dictionary Systems, Database Language SQL, and Remote Database Access.

By 1997, it had become apparent that OSI would not be the networking system adopted by the computer and communications community — that role had been taken by the standards that became the Internet, driven primarily by the Internet Engineering Task Force (IETF), commonly (if incompletely) known as TCP/IP.

Consequently, a decision was made to disband ISO/IEC JTC 1/SC 21 and allocate most of its work to other JTC 1 subcommittees, creating new subcommittees as necessary. One of the new subcommittees created was known as SC 32, with the provisional title “Data Management Services”. SC 32 was created from projects formerly belonging to JTC 1/SC 21 (specifically, JTC 1/SC 21/WG 3), projects formerly belonging to JTC 1/SC 30/WG 1 (OpenEDI), and projects formerly belonging to JTC 1/SC 14/WG 4 (Data Engineering).

An SC 32 organizational meeting held in Paris, FRA, on 14 October 1997 considered a paper numbered JTC 1/SC 32/N0005 (a/k/a JTC 1/SC 21 N11146), “Proposals for the new JTC 1/SC 32”. Among other things, this organizational meeting scheduled a second meeting — which ended up incorporating the first Plenary of the new SC 32 — to be held in or near Washington, DC, USA in March, 1998. (That meeting was actually held on 23 – 25 February, 1998, at the facilities of the National Institute of Standards and Technology, or NIST, in Gaithersburg, MD, USA.)

Officers

  1. SC 32 N0026 documented that the acting SC 32 Secretariat was provided by Marissa Topping (ANSI) and the first (acting) Chair was Joel Urman (IBM), New Jersey.
  2. At the second Plenary (7–11 July, 1998, Brisbane, AUS), Bruce Bargmeyer (Lawrence Berkeley National Laboratory) was appointed Chair and Doug Mann (Battelle) was appointed Secretariat.
  3. At the twelfth Plenary (9–20 July, 2007, New York, NY, USA), Tim Schoechle (Farance Inc.) succeeded Doug Mann as Secretariat.
  4. At the sixteenth Plenary (9–20 May, 2011, Kona, HI, USA), Jim Melton (Oracle) succeeded Bruce Bargmeyer as Chair.
  5. At the twentieth Plenary (11–22 May, 2015, Glasgow, Scotland, GBR), Lisa Rajchel (ANSI) acted as Secretariat after Tim Schoechle’s resignation.
  6. At the twenty-first Plenary (6–17 June, 2016, Memphis, TN, USA), Michaela Miller (ANSI) became Secretariat.

Working Groups

The initial structure was determined during the February 1998 meeting to comprise five WGs: OpenEDI, Metadata, Database Languages, SQL Multimedia and Application Packages, and Remote Database Access.

Working Group 1 — Open-edi (Current)

Scope:

Standardization in the field of generic information technology standards for open electronic data interchange needed to attain global interoperability among the information technology systems used by organizations. Such interoperability is viewed from both business and information technology perspectives.

Within this context the scope includes:

  1. methodology and framework for identification and modelling of business activities through business scenarios and their components, such as roles, information bundles, and semantic components;
  2. identification and specification of formal description techniques for describing classes of business requirements and their contextual and semantic specifications;
  3. identification and specification of formal description techniques for developing business scenarios and their components; identification and specification of information technology services and service interfaces for accomplishing business transactions; identification and specification of facilities to manage business scenarios and their components.

Note: Priority is on work required to support the needs of electronic commerce, electronic administration, electronic business, etc. The basis of work is the Open-edi Reference Model (ISO/IEC 14662).

Working Group 2 — Metadata (Current)

Scope:

To develop and maintain standards that facilitate specification and management of metadata. Use of these standards will enhance the understanding and sharing of data, information and processes to support, for example, interoperability, electronic commerce and component-based development. The scope shall include:

  1. a framework for specifying and managing metadata;
  2. specification and management of data elements, structures and their associated semantics;
  3. specification and management of value domains, such as classification and code schemes;
  4. specification and management of data about processes and behavior;
  5. facilities to manage metadata, for example: data dictionaries, repositories, information resource dictionary systems, registries and glossaries;
  6. facilities to exchange metadata, including its semantics, over the Internet, intranets and other media.

Working Group 3 — Database languages (Current)

Scope:

The terms of reference of ISO/IEC JTC1/SC32/WG3 Database Languages are:

  1. To develop and maintain languages for the dynamic specification, maintenance and description of database structures and contents in multi-user environments. The specifications may include the data type, behaviour and any integrity constraints on the contents of the defined structures. The specifications may include mechanisms for the creation and generation of new data types and behaviours so as to support the specification of other international standards.
  2. To provide additional support for the integrity of database systems through transaction commitment, recovery, and security facilities.
  3. To develop and maintain languages which provide for the storage, access and manipulation of data in database structures by multiple concurrent users. These languages may be computationally complete and may contain features for the packaging and storage of modules and procedures in database structures.
  4. To provide interfaces for the languages developed to other standard programming languages.
  5. To provide interfaces or access to other standards describing data types, behaviour or database content to users of the languages developed.

Working Group 4 — SQL Multimedia and Application Packages (Current)

Scope:

To specify packages of abstract data types for use in various application areas. Specify each package of abstract data type definitions using the facilities for user-defined type provided in the Database Language SQL/Foundation. This should include packages such as Full-Text, Spatial, Still Image, Still Graphic, Animation, Full Motion Video, Audio, Seismic, and Music.

Working Group 5 — Data Access and Interchange (Disbanded at the seventh plenary of SC 32)

Scope:

Standards to facilitate interworking of applications and databases that may be located on different sites. These standards relate principally to communications and management data. They are complementary to and dependent on standards for database languages

The activities include the analysis of distributed database applications and requirements, definition of system models, communication APIs and protocols for networking between client systems and one or more server systems; the systems may be on different hardware, with software from different suppliers.

Terms of Reference:

To develop and maintain standards that facilitate the interchange of data and metadata using stream-based media. Use of these standards will facilitate the definition of export/import services within, and the sharing of data and metadata between data management environments.

These standards do not specify a transfer mechanism, and the interchange format is environment independent.

The scope currently includes:

  1. a standardization framework for establishing Export/Import concepts, facilities, requirements, and components candidate for standardization;
  2. specification of Export/Import services for SQL-based data management environments, and IRDS-based metadata management environments;
  3. specification of a transfer format for the interchange of data between SQL-based data management environments;
  4. specification of a transfer format for the interchange of data between IRDS-based metadata management environments.
